If it is, the Software Update screen will just display "iOS 17.7 / iOS 17 is up to date", and an option at the bottom of the screen to update to iOS 18. That's what my iPhone is showing, now that I've updated it from the latest version of iOS 16 to the latest version of iOS 17.

I do not know what would happen if I clicked "Check for Update" – whether iTunes would then notice that iOS 18.2 was available, or if it would just check for a later release of iOS 17.
