Officials at the Department of Homeland Security and the Defense Department are racing to set up multiple tent facilities in Guantanamo Bay, Cuba, to house thousands of migrants, but the scattered efforts have prompted questions internally about who’s in charge and what will happen once people arrive on site.

US military officials say they are now holding about 68 people at the detention facility in Cuba, with more expected

President Trump has said the U.S. naval base at Guantánamo Bay would house what he called the "worst" migrants. Still, according to both internal government documents and U.S. officials, the administration is also sending nonviolent detainees who do not have serious criminal records or in some cases any criminal records at all.

A DHS official declined to say how many of those detainees committed crimes besides being the the U.S. illegally or had suspected ties to transnational gangs.
