Anyone who has been near Penn North knows the extent of the problem. In 2000, I was helping the Traditional Acupuncture Institute in Columbia operate largely with its own resources a Penn North Clinic no more than a few blocks from the open-air drug market which had been flourishing since the crack epidemic of the 1980s.
